Legislative Affairs Committee Update
The Special Session for the Virginia General Assembly has been in session since Tuesday. We highlighted two bills introduced this week in our previous note:
- HB5020 which exempts Concealed Handgun Permit holds from any local gun control law.
- SB5041 which extends the option of online Concealed Handgun Permit training until 2022.
- Note that SB5041 was amended 14-0 in committee with a new deadline of July 2021 as opposed to the original date of Jan 2022.
A new bill, House Bill 5024, was introduced that removes the Class 1 misdemeanor penalty for buyers of firearms in private sales without first obtaining a background check. Current law, which was passed this year and went into effect on July 1st, makes it a Class 1 misdemeanor penalty for both the buyer and seller if they fail to obtain a background check before completing the sale of the firearm.
