Important Notice – Online Presentation of New Course Offering

VIRGINIA’S 2020 GUN CONTROL LEGISLATION – ITS LEGAL AND PRACTICAL EFFECTS ON YOU

To comply with COVID-19 social distancing protocol and the club’s need to shut down the clubhouse for classes and meetings, Attorney and FRGC member Steve Sulzer will still be presenting his Virginia 2020 Gun Control Legislation course as scheduled on Sunday, April 19, 2020, from 1:00 PM to 5:00 PM — but it will be presented ONLINE using the “Zoom” platform, instead of being done in-person at the Club House.  Instructions on how to use the FREE Zoom online meeting platform will be provided to club members who sign up for the class.

It is anticipated that all (or almost all) of the gun control bills passed by the 2020 General Assembly and sent to Governor Northam will be enacted into law.  These bills include:

 

• A red flag law that will permit issuance of “emergency substantial risk orders” – orders that will enable law enforcement authorities to confiscate your firearms without any due process protection.
• An amendment to Virginia’s preemption law which allows city and county governments to create their own laws restricting the possession and carry of firearms in local government buildings, public parks, and recreation and community centers, and at or adjacent to certain public events.
• A law prohibiting the purchase of more than one handgun in a 30-day period – but with a potentially useful list of exceptions.
• A law raising the bar with respect to the training required to obtain a concealed carry permit in Virginia.
• A law making it a felony to brandish while in a group formed with intent to intimidate another person.
• A law requiring universal background checks for all firearms sales.
• A law requiring that you report lost or stolen firearms to law enforcement.
• A law prohibiting possession of firearms for as long as a protective order is in effect against you.
• Laws relating to storage of firearms at day care facilities and access to firearms by children.
• Laws limiting who may carry in K-12 school zones and expanding school gun free zones to include daycare and preschool facilities, subject to exceptions.

In response to these bills and others, Mr. Sulzer has developed his new course – “Virginia’s 2020 Gun Control Legislation – Its Legal and Practical Effects on You.”  The course will provide a plain-spoken explanation of these new laws and will describe steps you can take to prepare for their legal and practical effects on you as a responsible gun owner.

The course will be taught by Stephen L. Sulzer, a highly respected attorney with more than 39 years of legal experience and special expertise in the Second Amendment and Virginia firearms law.  He is also an NRA-certified pistol instructor, has held a Virginia concealed carry permit since the late 1990s, has ten years of competitive shooting experience, and is a longtime FRGC member.

The April 19 course date is only open to FRGC members and their families.  The cost for the course is $100 per person – a $25 discount off the $125 price that is now being charged to the general public.  FRGC family members under the age of 18 may take the course free of charge.  Attendance is capped at 30 and reservations for the class are accepted on a first-come, first served basis.  You are well-advised to act promptly – now that the course has been moved online, we expect it to fill quickly.  Pre-payment of the course fee is required to reserve a seat.  Payment can be made by check payable to Stephen L.
